1999 Victorian Rally Championship

It was a very close and competitive VRC in 1999 with six different winners across the six rounds. All three champiosnhips – outright, 2WD and Novice were closely contested with the final points extremeley close. Furthermore, sometimes the placings were separated by a handful of seconds.

Scott Pedder and Paul Humm (Lancer) took the outright championship by just 1½ points ahead of David Adams and Jim Stewart (Subaru). Other round winners were Graeme Gambold and Chris Randell (Celica), Darren Windus and Michael Bruce (Subaru), Simon and Sue Evans (VW Golf), and Neil Cuthbert and Jamie Sargeant (Subaru).

The 2WD Championship was similarly close with four different winners across the six rounds. Mark Miller (Escort) had two round wins and just edged out Brian Semmens (Corolla) who had to drop his worst result. Semmens’ co-driver, David Leoncini, won the co-drivers championship because Joe Brick was director of the Begonia. Chris Lowe and Rachel Bruty (Commodore) were a close third with two round wins. Other round winners were Simon and Sue Evans (Golf) and Neal Schey with Craig Jarvie (Commodore).

The Novice award was a season long context between David Schneiders and Michael Stiglich (Commodore) and Shane Smith with Colin Miller (Escort). Each ok one round win and the Commodore crew took the award by just half a point. Otehr round winners were Justin Dowel and Noel Insley (RX7), Craig Dawson with Brian Tiedemann (Nissan GTi-R), Andrew Pannam and B. Clarke (Datsun 1600) , and Scott Innes and Craig Hardiman (Gemini?).

Series Regulations

These were specified in the VRC Standing Regulations, but we don’t have a copy. They are assumed to be similar to previous years, but a 2WD award was introduced and the 2WD/4WD distinction removed from the Group N classes. Apparently the smallest capacity class was also changed to under 1400cc.

The VRC was made up exclusively of Special Stage events.

Eligible vehicles were PRC, Group N and HRC.

Awards were made for outright champions, 2WD and Novice. There were also car class awards as follows: PRC 2WD up to 1400cc, PRC 2WD 1401-1600cc, PRC 2WD 1601-2000cc, PRC 2WD over 2000cc, PRC 4WD, Group N under 1400cc, Group N 1401-1600cc, Group N 1601-2000cc, Group N over 2000cc and Historic Rally Cars. It appears that Formula Commodore was dropped.

Outright, 2WD and Novice points were allocated 20-15-12-10-8-6-4-3-2-1 for first to tenth. Class points were allocated 9-6-4-3-2-1. Series Registration was introduced in 1994 and only registered competitors were eligible for points. However, bona fide Victorian competitors were automatically recognised as registered! For the first time, all awards required competitors to compete in at least 50% of the events.

There were 6 VRC events this year. The two halves of Rally of Melbourne were counted separately, but with half points for each heat.
